I just paid $19.99 to try out the Stessa Rent Estimates for one of our apartment units and it charged me and then said not enough data so no report is available. I feel like that would be good to know before I paid.

Stessa does not charge you until you receive a valid report.
Since you did not receive a valid report, you should not have charged.
I would double check that you were actually charged
